JUSTIFICATION
The allocation of radio and TV frequencies account for access to a public good and scarce radio spectrum through regulations and administrative practices that are not always transparent, fair and democratic elections in Latin America.
The State must fulfill its obligation to ensure equal opportunities for access to these resources and their use without discrimination, but there are abuses and omissions of the authorities and powers that the state does not prevent or condition.
Identify mechanisms, locations and actors that weaken and become vulnerable to the States to exercise adequate control over radio and TV concessions, and developing standards to overcome these obstacles, become key tasks for establishing enabling environments for democratic governance .
